USPS real time not calculating real time rates, only default

I have everything in my shop working perfectly well except my usps calculate for paypal payment but not google check out. Did I miss something. This is the last error message I received. Only personal info changed with (00000000000). I would greatly appreciate anyone who attempts to help me with this issues.

Presently I have the usps disabled. If anyone wants to help, I will enable it.
