Ambiguity for stock control

I am just starting with osCommerce, still reading the documentation, and the Stock management is still quite unclear for me.

 

In the administration section of osCommerce, does the Stock feature (page 15 of the main documentation PDF) apply to a single product (enabling a per-product customization) or does it apply to the whole website (common settings for all products) ?
