Windows has a real problem with the .htaccess files because they are made for unix systems. I uploaded everything but the .htaccess files and then used password protection offered through my hosting company to lock out the files you need to lock out. Another thing, be prepared to do the "global register" fix to OSCommerce before it will work. The fix is easy and only takes about 5 minutes but it can be a headache if you are not prepared for it.
