Can product options be a percentage increase/decrease

Can product options be a percentage increase/decrease of base price.

Example: shirt = $10.00

extra large = +5%

ad logo = +15% And are these number of options limited.

I think more precisely (my brother posted that for me) - Can a page be set-up like this?

Note that the 1st pull down menu sets the base price. The"attibutes/options" are then a Percentage change on top of that selection. In addition to text input fields, etc.
