Select Country Problem with Netscape

When a customer tries to edit account in Netscape a message pops up asking to select a country, however the country is already selected. This problem does not appear in MSIE.

Can anybody explain and help fix this problem?

For some reason Netscape 6 gets '0' value in the country_id when account is edited, however if you select "please select" in the country list and after clicking continue button and getting the error message you change the list to whatever country it gets the right value. Why does not it do it when the edit account page is loaded for the first time and has a country name in field?
