customers need to by pass checkout process

After adding everything to cart, how can customers go to the last page, without entering any shipping, payment, or billing information? Just allow them to simply by-pass that altogether?

After creating an account (or loggin back in), and then after adding products someone is interested in, they go to the (otherwise) final confirmation page. We would then call each customer to verify the order and go over specialty instructions that are not possible to have in a typical shopping cart.

 

We still want them to create an account and be able to see their "order history". But in this case they would not be providing financial information.
