Need to add a popup window

My client wants a popup window that would detail new items or things on the site. Here's the info he sent me. Does anyone have any thoughts on how I might do this?

 

From my client:

-The pop up. The idea is to get the attention of the consumer on new things or features on the website. For example, someone comes to the website and we really want them to know about an article that we have written or a product that was just released within a line. Then…………………

 

You are on the main menu, and you make a choice, when you click your choice, a pop-up would come up, so in answer, it would be the same pop-up, no matter what they click. Once they click two scenarios would appear.

 

1. The page that they selected would be on their screen and

2. the pop-up box featuring something new would appear as well. I figure the pop-up would be 3 x 3 or smaller. On the pop up we would feature a product that they click to further explore the product, or they can close it and stay on the page they clicked on from the main menu.
