weee another error has todo with shipping/shopping cart this time

well i know i havnt touched this file and the only differance i can think up is being put on the production server for usps, no other shipping contribs installed and nothing edited as far as that.. so help?

displayed with on the first step of check out and because of this cant get to the next one..

 

im assuming its refering to to this:

"United States Postal Service (0 x 0.1 ounces)"

that keeps displaying all shipping at 0.00

 

so.. what did i mess up this time? lol
