UPS XML returning invalid postal code error

Have been using UPS XML for several months...no problems. Now, when a customer enters order, the UPS module is returning the following on the checkout_shipping:

 

111285: The postal code 28092 is invalid for AL United States.

If you prefer to use ups as your shipping method, please contact xxxx via Email

 

I have made sure customers have entered Zip Code correctly and specified correct state when setting up account - same error.

If I lookup zipcode 28092 on Google it is a zipcode for North Carolina, not Alabama so something goes wrong apparently when a customer signs-up and the state is added to the database?

It seems that when a customer signs up and does not spell out state name (ie using NC instead of North Carolina) then the account sets up as the default state of AL (Alabama).

 

I have found the contribution for State / Country drop downs and going to install...I hope this corrects. Any other suggestions?
