Vendor Handling Charge Error

I have recently acquired a vendor that requires a $3.00 handling charge.

 

On the orders placed through this vendor, the handling charge is not being assessed in the final checkout amount. It is neither itemized at the end nor included in the original total amount of goods [before tax, shipping, etc].

 

Does anyone know what might be happening here or how I could fix this?

On a related note, I have acquired another new vendor who charges their handling based on the number of items in the order as follows:

 

1 item = $2.50

2-5 items = $3.00

6+ items = $5.00

 

I am not sure if it is even possible for MVS to handle such a handling fee scheme, or how I could set this up.
