Safe mode On and register_globals On

I have a question , my ISP changes these settings , and my site stops works , I find a solution in the web , put a php.ini file im my /catalog with these setings to on , is this is correct ? What`s the differnce betwen safe mode on and off and register_globals on and off . What`s the impact in a server with these choices ?
