How to include Cart image when cart empty - example

Greetings - would like to have the shopping cart icon show when cart is empty - currently only appears when something is in the cart:

when cart is populated:

 

I don't use headings for the infoboxes so I'd like the shopping cart to appear when empty so when seen it will be more clear that it is the cart infobox - as you see it currently says "0 items" but the cart image displayed would be much better.
