Which contribution would allow me to pend an order & edit before it's released to PayPal for processing.

I don't know that you could edit an order before it is released to PayPal unless it was your own order. Is that what you mean?

Lets say a customer puts items in his cart and proceeds to checkout.

At this point he is taken to PayPal where he enters credit card info.

Under this arrangement if there is a backordered item, the customer will pay for the whole order.

We will then need to credit him for the items not shipped.

Since we will not be doing backorders, my question is can we just remove the items from the order

so he is not charged for items we are not shipping ?

you might consider not allowing customers to order products which are out of stock.

this can be done from admin->configuration->stock->allow checkout (set to false)

Thats how it's setup now.

I was wondering if there was another way.

We plan to go live this week and I was just thinking ahead ...

you don't want to inconvience the customer, so the choice is either let them check out & make sure it's obvious an item is on back order & it will take 'X' days/weeks to ship, or don't let them check those products out.

Products that are sold out or backordered should be clearly labelled so there's no surprise when they add them to the cart.

You can also deactivate those backordered products so they won't appear in the catalog until you have them in stock.
