Doh! Edits have affected Navigation Bar for Next and Prev pages not displayed

I would appreciate the help here needed to figure out what code I need to insert into

header.php

index.php

 

or whichever file controls the display of the Navigation Bar. The settings in the Administration>Configuration>Maximum Values was at 3 but I changed it to 2 and 1 to test.

 

Otherwise, the site is doing fine. I've been searching over an hour now on google and the OSCom board with no good references for why the Navigation Bar isn't displaying. I must break things in unique ways!
