Default order quantities

My client sells car parts. He wants to set up a default order quantity for each product. For example, it seems reasonable that people would normally buy two lots of brake shoes, one for each of the front wheels, so he wants the default order quantity to be 2 in that case.

 

I can't see an easy way to do that. The only thing I can think is set up a product attribute, but I'd still have to code the link between that and order quantity.

 

What am I missing?
