Am I asking too much?

Can someone direct me in the right direction? I don't know if I'm asking too much of the program to be able to do or not, but I haven't been able to figure this out. Here is what I'm needing to do:

 

Currently there are two sections on the website (LightAnother.com). One is for the duty free cigarettes and the other is for the tax paid cigarettes. The duty free cigarettes have a completely different shipping cost than what the tax paid do. I would like to have both cigarettes work off the same cart. Here are the different shipping options:

 

Duty free cigarettes:

 

For most countries:

Economy mail ? free

Priority mail ? 2.00 per carton

 

For a few countries:

Economy mail ? 3.00 per carton

Priority mail ? 4.00 per carton

 

 

Tax paid cigarettes:

 

Only USA sales:

UPS ? 5.00 flat charge

 

 

I have the Duty free cigarettes pricing out fine right now depending on the country it is being shipped to (I don?t have all of the countries listed due to limitation of chars size in database being 255). I would like to add the tax paid cigarettes to the database, but I don?t know how to make the shipping work correctly.

 

Any suggestions? Am I out of my mind to try and get this to work?
