Admin Area Malfunction

hey all,

 

is this a shop or what, but a couple of minor things

 

the catalog seems to work fine but trying to access the admin section i get the following error

 

Warning: Failed opening '/htdocs/web/catalog/includes/data/rates.php' for inclusion (include_path='.:/usr/local/lib/php') in /mnt2/users/rayscomp/rayscomp/marketplace.rcsystems.com.au/html/admin/includes/include_once.php on line 4

Unable to connect to database server!
