Fedex Realtime Adds 3lb

On checkout Fedex shows the price for item weight that is 3lb extra making the price higher??

 

Is this fedex error or os module error.

 

I am using the Fedex Realtime Quotes module!!

In admin panel > configuration > shipping/packaging set your tare weight and percentage increase for larger packages to 0
