Shipping / Postal charges definitions

My client sells books that are preboxed. Thus mailing 3 books is 3 times mailing one (no discount for quantity shipping). He has 4 levels of postal charge based on the weight/size of book, sent to three zones (UK, Europe excl. UK and Rest of World).

 

As I see it I have to define zones in Admin > Location/ Taxes > Zones - here I convert the 180 zones to 3.

 

Then in Admin > Modules > Shipping Modules - I define the three zones.

 

Finally, still in Shipping Modules I need to define the Table Rate to cover the 4 levels and 3 zones.

 

Before I embark on this, is it possible to set this up in OSC 2.2 without additional modules?
