Add New Client Via Admin

I have a membership based web site and just had a customer ask to pay for two memberships for two friends. If he is the one paying, as the customer, the new members do not appear in the customer list even though their shipping address is included in the original order. My question is, is there a way to add new customers through the admin so that they will appear in the Customer List so I can convert them from Retail to Member? Or does each customer have to establish their own account, even though they are not buying anything, in order for me to convert them from Retail to Member?
