2.2 admin problem

I just installed the latest snapshot (Sep 17) and everything seemed to go ok except my admin (see pic). Note the link names are showing up as the defined constant names vs the actual values. Other pages within admin are also showing the same constant names. I seem to have trouble with accessing the langauge files.

my admin/configure.php file is below (I removed the db params). Anyone spot anything that may be wrong with this config? Anything else I might try?
