Customers not being charged shipping

Help :o ...my customers are not being charged for shipping.

 

I use the USPS module, and Paypal. When the customer is directed to Paypal it does not show (nor include) the shipping costs.

 

Pleeeeze help. (yes, I am registered with USPS, and it was working fine for a while)

 

Here's what I have setup:
