Zero cost shipping globally - the easiest way ??

I sell digital products and can't figure out how to have zero shipping cost for all countries.

I use USPS, zone rate, and flat rates.

 

I need to have the shipping be $zero when a customer has only digital products in their cart, for any country in the world.

 

I tried using the zone rates by entering all countries and setting the cost to zero for zero weight products. Alas, the zone filed does not fit all country codes.

 

Any easy way to do this?

there's a shipping module called something like "Hold for Pickup", go get that, and edit the fields to something like "Digital product only, no shipping required", the customer can select that as thier shipping type.
