Porblem with Shipping

hi, we are looking for someone which can able to give me some advice on shipping matter that wea re selling online and target to US client as well as EUROPE. We here are encounter some problem which is shipping. Does anyone know that which shipping company provider the lowest international rates as well as the best service? For example we are selling a soft toys for USD12.90 but our shipping cost from our national post services would have give us a quotation of a things that is below 500gram cost USD26. That had shown that the shipping is more expensive than the goods itself. however the different softtoys have different weight. The softtoys which i had mentioned selling for USD12.90 is about 100gram. unless the customer is willing to buy 4 which is not included the box may cost about 400gram. Furthermore this will make me lossing money instead of earn and making customer's shipping rates that cost them alot. Please could someone please advise on this. Thanks.
