New York Tax by zipcode

Thanks to all who have helped thus far, as I can now at least display the tax on the order confirmation page. Now I have the following dilema:

 

I have used the contribution for calulation of tax rates by zipcode from the contirubtion available on the subjeect, and I thought I amended necessary portions of the code. However I am still only getting the rate listed in the payment modules. Can anyone advise how to get hte order confirmation page to correctly calculate tax in NY by zipcode so that it reflects the correct tax percentage?

 

(I've gottne this far on my own for the most part and can really use some help on this one!)
