Help, Need easy? step by step how to add a city tax

I need to have 2 taxes on my site...

Residents of Texas...pay 7.25 on products

but... because we are based in Dallas, Dallas residents need to be charged 8.25 instead.

I tried search and came up with one thread, but it only confused me further

Please, anyone?
