Surcharge on selcted 'methods of payment' possible???

Hi,

 

I am looking for a shop system with which I call charge customers an e.g. 3% surcharge if they wish to pay by a choosen method of payment. Such as payment by registered post.

 

Does this shop system allow this feature?
