Configuring Seperate Table Rates for U.S. and Canada?

Does anyone know how to configure two seperate table rates? Basically, I've started a new site and I my shipping rates are going to be valued based (e.g Orders under $ 30 = $8.95) However, my shipping rates to Canada are going to be higher. So how do I configure two different TABLE rates?

You will need to set-up differnt tax and shipping zones.

When you go to "Shipping Zone" it only gives you Florida as an option in the drop down menu and you can't type anything in (such United States or Canada) Could you be more specific on how to set up different rates for the United States and Canada?

 

Any help would be greatly appreciated.
