Can't figure out how to implement tax on products

Hi,

I need some help with setting up my tax situation on my website. I have created the correct zone i think as well as set tax class and tax rate, but when i run a test order with the shipping address in my tax zone it fails to charge sales tax. Can anyone please help me figure out how to correctly set up the tax system so that those in my tax zone will be charged sales tax. thanks.
