Someone else did my site (as I'm not an expert).

Now I'm confused where he put my files. I paid the guy, site's done, now he won't reply.

Anyhow...for example, I'd like to add a counter on the bottom of the home page. I thought this was done in includes/footer.php. My footer.php file looks like the stock OSC file, not like my site

I want to add text to the home page. I thought this was done in "includes / languages / english/ index.php" or in " includes / languages/ english.php", all I see is stock OSC stuff.

I have the "Google web developer toolbar", can I use it to "find" my pages in my file manager, or find out where they are located?

I can't figure out how this guy set it up, or where my files are :(

You homepage text is supposed to be in includes / languages / english/ index.php but your developer could have changed things around. You would have to start by looking at the index.php. Your homepage text is either in the index.php or it is getting called from the index.php in an include or require.
