Absolutely clueless!! is it me or my webhost?

Please help! I am not familiar with building websites and am having an awful time. I am using ipowerweb as a host and they offer a download through their editor. I downloaded and when I try to find templates I only get code. I have tried to switch to html code source in my page editor and get even more code. I deleted oscommerce and reinstalled and am getting the same thing. Is it me or the webhost. I have spoken to them and they sent me here. Somebody please help me. I'll be dipped if I can figure it out!

osCommerce requires a web server to run on. PHP pages are not like HTML pages - and will only show you text unless they are viewed in a browser connected to a web server.

 

But you can set up your own computer as an offline web server (Intranet) using a programme like XAMPP (http://www.apachefriends.org/en) which installs all of the components necessary for you to install a copy of your website locally (on your computer) and view it as you would your online website.
