shipping per item and discount

I have a customer who (after much thought to clarify his thinkig on this) wants to charge shipping per item (he has one zone only (whole of UK) but he must have

 

1. Ability for customer to colelct (no shipping charge)

2. Dsicount to shipping if customer orders several of each item

 

At the moment he insistent on being able to offer the discount - I feel life would be a lot lot easier without the discount

 

 

Any help would be greatly appreciated - even advice on howe to apporach customers on the whole shipping issue - reading hte threads it does seem to pose massive issues
