checkout_confirmation.php is blank, please help

A few months ago my DB was wiped so I have been slowly rebuilding the tables. I got everything to work except for the checkout_confirmation.php page. The page is completely blank. I was making a few changes to the configure.php pages trying to disable ssl & https just to see if it would work. It didn't work. Any ideas on what I can or should try?
