how to convert webpage encoding to utf-8?

like chinese japanese french ~ they used special encoding~ when work with my sql~ it show me #123123 #435354 like that~~~ help me please~~ :)

in includes\languages\{language}.php you'll find:

@setlocale(LC_TIME, 'en_US.ISO_8859-1');

that one was in English.php :)
