Breakdown of a site made with osCommerce

http://www.ultimacodes.com is a site selling items from Ultima Online. I really like the design, I was wondering if it was templeted, or what individual mods could make a page like that?

 

 

any ideas, or specifics would be very helpful, I can learn by trial and error but being pointed in the right direction is great.
