USPS Problem

I am having trouble with shipping Internationally via USPS. Basically the customer will click on 'Global Priority Mail - Flat-Rate Envelope' which has a price of $9.50, but when they go to confirm their order, it says that they have selected 'Global Express Guaranteed Document Service' which has a price of $55.75. A dramatic change and I really don't understand why it's doing this.

 

Any help is greatly appreciated.
