register_globals issue!!!!

after uploading the files for osCommerce in the nessecary place, the documentation stated that I should run the install found at the url " iro.theredproject.com/catalog/install/ ". I recieved an error stating

"FATAL ERROR: register_globals is disabled in php.ini, please enable it!" however, after looking at our php.ini file, it is on. I then created a .htacces file to possibly try to turn it on, (php_value register_globals 1) but I am still recieving the same message. We put it in the root folder, and the "install" directory. how can we get this to work?

Im having this same issue too
