I've tried using fetch ftp, IE explorer and CHMOD to change the permissions for my configure.php file. So far none of these have worked. I still get the error on my main page that it can write to the file. Can anybody help me with this?

sometimes only the cpanel file manager will be able to really change the permissions, even if your fTP etc progarms show you it was changed.

I had the same problem and you have to be sure you have a LINUX webhosting, after I changed that, Fetch started working ok to change the permission (in get info) I hope this help.
