Checkout procedure path

I am trying to finish my website. I have chosen Paypal and checks/money orders as my payment methods. In order to test things out, I signed in as a customer. All went well until I tried to checkout. I got to the Delivery Information step just fine. Then I clicked "Continue" and was returned to the Delivery Information step. (It indicated that it had the delivery address and primary addess.) I could not get it to go from that page to the Payment Information step and beyond? Does anyone know what the problem is and what I can do about it?
