Customer's Do Not Receive Email from account confirmation,reset password

From performing test on my site I have an email issue that I cannot resolve, please help.

 

If a customer creates a new account they do not receive the confirmation email. If they have forgotten their password and use the form to have a new one sent to them they do not receive the email.

 

If I send a customer an email from the admin panel: they do receive the email.

 

Any help would be greatly appreciated.

 

email settings are as follows

 

 

E-Mail Transport Method smtp

E-Mail Linefeeds LF

Use MIME HTML When Sending Emails false

Verify E-Mail Addresses Through DNS false

Send E-Mails true

 

I have changed all of the above (except send e-mails true) to other settings with the same results. NONE

I'm not sure? I don't get any error message and OSC tells me the mail was sent successfully. How would I check to see if this is a relay problem?
