Save and search cart as an Order "Quote"

There are several things going on here, but this is the issue:


My client needs to allow customers to create "Purchase Quotes" that can be saved, printed and accessed at a later time for recurring purchasing -- without being logged in. It's the nature of the industry to get quotes from us then take that quote to a purchasing agent who then gives the OK to buy it (perhaps even modifying it).


What's the correct thinking here and which contributions would help me?


I'm thinking that a quote is really a cart with a purchase type called "Quote" that must be saved and searcheable by quote number (by the world -- security is not an issue at this time, but I hope to convince against this idea). Then that quote can be purchased so it is duplicated in a customer's usual order history (but it is always stored in a separate Quote history as well).


I know that there is a contribution which allows purchase without logging in ... but I'm not sure if adding a payment type of "Quote" is enough. Purchase Quotes need to be stored in their own history. Purchase Quotes will need to be bought and moved into the "normal" cart.
