Moving My site Questions?

I am having a ton of problems with my current host registerpol.com. They are a reseller. My site has been upand down for the past five days (www.bigapplecard.com). I think it is time to move to a more reliable host as this issue is causing me plenty of problems. I did not setup this site using os commerce but want to move it somewhere and make sure that everything is working properly before making the dns change.

 

Are there any tutorials or documentation to do this. I have not configured anything with os commerce before. Appreciate any ideas or suggestions, or possibly a host which is more os commerce friendly might be a good start.
