Tax Zone problem

As soon as I go into Tax Zones i get an immediate error message. There are no options, there are no folders, there are no states - nothing but an error message. Every other category seems to be fine (Zones, Tax Classes, Tax Rates), but not Tax Zones. Any idea how to fix this?
