Zones Headache

I've been trying to add a zone that would define local zipcodes as a free shipping area.

 

However, after adding the zone and setting up a flat rate option of $0.00 for shipping in that zone, IT DOES NOT APPEAR as an option even if the shipping address is from that zone.

 

I think the problem is that I setting up the zone incorrectly but can't find the proper procedure documented online.

Okay, I've changed to using zip ship as a shipping option, but I need it refined more. Although my business is in a city, the zipcode covers all the farm communities surrounding it.

 

In other words the five digit zipcode if not specific enough, I'd need to alter the shipping address module to require the extra four digits and increase the zip ship module to allow the extra four digits as well.

 

I'm a programmer, but I don't have much extra time and others might like this option as well.
