probelm with main page frame table???

Hi guys ..

i have a problem with my main page index.html

i have edit my style sheet to change the colour and i reduced the page width from 100% to 790 but when i did that it seems there is no fram at all for the whole page ..

this is an example picture for my index.php site

can any one help please to find out how to add a frame for complet page ..
