Is this a BUG?? - a problem with the STATE field!!!

This looks like a bug to me. When I try to register as a new user and fill out all the information correctly but enter only a 2 digit code into the STATE field (instead of typing out the entire word such as COLORADO) - it goes into a loop! It stays on the My Account Information (the REGISTRATION page) and on the top appears the following Error message:

 

Please select a state from the States pull down menu.

 

And now - the state pull down menu option appears. Is there any way to fix this? Is there a way for the pull down to come up right away? Most people in the United States are used to a pull down state list and if they do have to fill out the name of the state - they are likely to use the abbreviation (CO for Colorado and so on).
