How to configure payment module (HELP PLEASE!)

Ok, I went into payment modules and have choose take check/moneyorders and the sort order is 1, cash on delivery is 2 and paypal is 3. When I do a test order it only gives me the option of paypal? How do I correct this? :'(

 

Also it didn't add the sales tax. I went in and set up local taxes so apparently I have screwed up and did something wrong here to. :o

I figured out the tax thing.

 

Also I deleted the payments and reinstalled. It all seems to be working. Sorry
