Discount for previous customers

Hello, I'm running a webshop which is doing just fine, except i want to add a possible 10% discount if the shopper has been in my real store before.

 

I tried to make it this way, by adding taxes, and changing country name to "previous customer"

But no matter what the 10% discount is given.

 

In admin panel my settings are:

 

Countries:

Yes

No

 

Zones:

Yes

No

 

Geo Zones:

Yes Yes

No No

 

Tax Classes:

Previous

 

Tax Rates:

Here i have to rates. Both with same Tax Class.

 

One where Zone is Yes

And one where Zone is No.

 

In the Yes Zone 10% is given.

In the No Zone 0% is given.

What am I doing wrong??? - As i stated previously, no matter what Zone i choose, and also if im not even logged in, the 10% discount is given.

Another quick question I'm having is if its possible to add the customers password in their welcome mail.
