On Checkout_payment Page - Right_Column is same side as Left-Column below 'Continue' Button

I would if you can point me in the right direction.

 

I hope I can describe whats happening well enough to be understood.

When I get to checkout_payment page , somehow the right_column goes to the left hand (way below the left hand column) just above the footer.

 

Here is what it look like

 

 

And this is what I am getting at the top of that page

I would get a fresh copy of checout_payment.php and over-write the one you've got.
