change address not working, problems with state

Hi,

 

I've just noticed this problem on my site. If you are purchasing an item and specify your address and then when you review you need to change the postal address the following happens:

 

All the text fields come up to re-enter the information but when it comes to state instead of having one drop down menu with all the states there are 26 drop downs one after the other with the first having one state in it, the second having two and the third having three, etc.

 

So it's like the states are being added in a loop but after each cycle through the loop a drop down menu appears.

 

The other thing if you change your country from USA, the pick state thing disappears (there should be a text box to add in your country/province for all othe countries outside USA). Since the text state box is missing and as I require some sort of state information to be held (at least 2 char) it gives the error please enter a state but obviously there is no text box to enter it.

 

I think its some silly programming error, or I'm hoping.

 

Any ideas? Anyone else had this problem?

 

What file should I post if anyone thinks they can spot the error?

 

This only happens when you go to change address, every other time it is fine.
